What was said

Hundreds of black-clad Patriot Platform activists descended on Portsmouth on the night of September 6 after a small-boat arrival. The next day, September 7, RupertLowe10 posted on X about migrants he said were being given priority over British citizens: "third world conmen invading our country are being placed ahead of law-abiding British men and women". The complaint about who is placed ahead of whom is a policy argument. The words around it describe people arriving from poorer countries as swindlers by definition and as an invading force, set against British people described as law-abiding. No individual and no case of fraud is named. The post was seen 356,529 times.

Why it counts

Conmen is a word for people who cheat for a living. Attached to everyone from the third world, it makes fraud a trait of a whole population defined by where they were born, and the word invading turns their arrival into an attack. Nobody in the sentence has done anything in particular; the accusation comes with the origin.

The contrast with law-abiding British men and women settles it. The line divides people by origin and hands one side the crime and the other side the law, so a reader is told what a person is before anything about what they did. Coming from a sitting MP, the sentence carries the weight of office, and a fair-minded reader should read it as a description of a group by birthplace.
