What was said

A fire destroyed 42 shacks housing migrants in the Tarajal warehouse district of Ceuta overnight on September 10 to 11. Police said their first findings pointed to an accident. RadioGenoa treated the fire as arson and posted three times about it within two hours on September 11. The third cited local reports: "Local media report coordinated attacks on shantytowns. We knew it would happen sooner or later". It went on to blame Pedro Sanchez and the government for the presence of the migrants. Attacks on migrants' homes are presented as something anyone could have foreseen. The third post reached 174,932 impressions.

Why it counts

We knew it would happen sooner or later says the attacks were expected, and expected in the sense of earned. Read with the blame placed on the government for letting the migrants be there, the sentence makes the people in the shantytowns the cause of the violence done to them.
