What was said

Van Grieken, leader of Vlaams Belang, posted in Dutch that “duizenden en duizenden vreemdelingen bestormen de Spaans-Marokkaanse grens. Dit is gewoonweg een vijandige invasie vanuit Marokko.” In English: thousands and thousands of foreigners are storming the Spanish-Moroccan border, this is simply a hostile invasion from Morocco.

Why it counts

Large crossings at Ceuta and Melilla do happen, Spain manages them as a border emergency, and accusing Morocco of encouraging them is an argument about a government that Spain itself has made before.

Hostile invasion does something the accusation alone doesn't. It keeps Morocco as the actor and turns the people crossing into what it sent, so they stop being people arriving and become the instrument of an attack. That's the half that lands on them rather than on the government.
