Arguing about how states and political movements invoke sovereignty is a real subject with real scholarship behind it, and this account makes that argument at length elsewhere.
Invaders has no antecedent here. Nothing in the post says which actors are meant, so it reads as the population the surrounding argument is about, and it's the word that settles what the more careful phrasing has been describing. If political actors were meant, the sentence needed to say so.
