Michael Ragusa, Giuliani's security head, said the camera caught a greeting, and pool footage reportedly showed Mamdani standing solemnly. The claim, which Gov. Ron DeSantis and Robby Starbuck joined, is that the two do not mourn 9/11.
The narrow reading is that the two officials behaved disrespectfully during the reading of the names. The clip lasted four seconds in a live feed that cut between cameras.
